You can start from scratch by creating a new report, but you can also start from a template. You will be able to update widgets on a template as soon as it's created allowing you to tailor it to your needs. To import templates, please check out this page.
Go to "Reports" and create a new report. You can define the name and set the visibility. Visibility can be changed afterwards
You then need to fill this custom dashboard with personalized widgets as explained here.
After having created a widget, you can easily update or delete a widget by clicking on:
